I'd say that with Missy, there is an understanding of the history of the Doctor and the Master and their relationship over time. And they are appropriately opposites: where Capaldi's Doctor is a planner, Missy is instinctive and unpredictable. Simms' is too focused on a personal vendetta (except in his last appearance), and that was never the Master in any of his past incarnations. Yes, he's smart and calculating, but not in a way that is focused on spiteful small goals. He aims high. He's always been a balance for the Doctor. And in some ways Simms' Master was too similar to the Tenth Doctor.

This is a video that explains some of the issues I have with Simms' portrayal (not with Simms himself, but more with the writing) and why I prefer Missy: https://www.youtube.com/watch?v=uwU5qMf01IM&t=614s

I loooove Missy exactly because she comes across more as a foil (and a former friend) than just a nemesis.

Thanks for that video essay! I never thought considered those elements --I can def. see why you think this, and I am inclined to agree with you.

I'm partial to Simm!Master because of Martha, and I will agree that 10/Master was a downright mess. I will state, my first and only experience with the Master was during 10's run, so I am coming from a limited perspective, and I pretty much left after 10 left as well.

I think both Simm!Master/10 really represent a more immature version of the Doctor (thanks RTD) -- one that grew selfish, and didn't know when to quit. From what I heard there, it seems like there was actual growth of both characters, and I feel like I would have really liked Missy.
