Not quite.
I think there does have to be some level of agreement -- not necessarily with the politics, but how accurately the joke is being told or the person/group is being portrayed. As a liberal, I can find humor in jokes about liberals if I find them to be true, even if they're not flattering. But Colbert's entire persona is an over-the-top "conservative" pundit, and while I could see someone finding some of the jokes funny, I don't know that someone who is truly Republican/conservative would fund enough of it funny to be a huge fun. I could be wrong, but that's just how I see it.
And my comment was more making fun of Smeyer than anything else.
