I was confused about this too, I was thinking maybe OP has a problem with the hair color? No idea honestly

a cursory google search about ancient rome and blonde hair says that it wasn't uncommon naturally and romans even dyed their hair blonde along with blonde hair apparently being associated with prostitution occasionally?

It probably would have looked more Roman if it was more like George Cloony's in Hail, Ceasar. (And in some other stuff, for that matter.) The front brushed forward, for instance.

I actually agree with OP that this just looks like Jack Bauer. LOL

It's a bit shorter on the sides and longer on top which looks like a modern haircut to me.

I don't know if I'm just tired, but my issue when I first glanced at this image was it looks like he isn't actually wearing everything he's wearing. Like it was pasted on. It's probably the lighting/costume fit...or yes, that I'm tired.

Anyway, yes Pompeii is a terrible film.

This secret got me to go on a feverish research tangent trying to learn about different words for hair color in latin and nuances they have ("flavus" is a lot more nuanced than I would've assumed), so thanks for that, even though I'm not sure whether you meant his hair color here!

It's Kiefer, not Keifer. Kiefer, like the German word for jaw.
