I understand this perspective, because there’s a lot of “ficlets” out there which aren’t even really complete ficlets, but are basically just “I only felt like writing the juicy bit.”

However, I’ve also read some legitimately great ficlets under 1K in my time. The real question, for me, is whether the writer gave the fic their all the same way they would if the fic were longer. Did they hold it to the same standards of quality and completeness?
