Most short stories are more akin to a one-shot in the fanfiction world. They stand on their own, telling complete stories and oftentimes taking the trouble to set up characters and worlds even within their limited confines. As a person who generally prefers short stories to novels, I'm a little irritated at this misconception that they exist to fulfill a "vignette/missing scene/set piece" role. They are NOT that.
