I mean, what does that even mean here? We know what the inside of a forced fusion is like, and there's no time for "taking out anger" that isn't directly related to keeping control of the fusion, which was fairly necessary here to prevent Jasper OR Malachite from causing actual harm. I'm sure that's Lapis' sincere perspective (and I'm actually not surprised at it as the fusion is the most power she'd been given in years so her idea of harm might simply be enjoying forcing Jasper to have no power at all especially as she knows that it's partially fueled by anger and she sees her mirror as a similar punishment), but what we actually see simply doesn't support that. Either Lapis would be in control of the fusion, or Jasper would, or Malachite would. Garnet does not mention a split as a possible outcome without outside force, and neither does the narrative.
If you're asking me if trying to gain control of a fusion to cause harm is abusive, then yes. ETA: I also completely forgot that Jasper was doing psychologically gymnastics to convince Lapis she was equally as bad. This is such a common abuse tactic from abusers where any retaliation is a sign of mutuality that I just can't countenance this.

Just because she wasn't slapping Jasper around doesn't mean she wasn't hurting her. And I think that we can agree that Lapis deliberately trapping someone in an intimate relationship/situation in order to fulfill her own emotional wants by hurting them is abusive.

Anyway, as I actually stated, retaliation to an abuser, who is still intending to abuse others (and you) is not mutuality. Further, preventing further harm might also cause harm, but it's not the same as abuse. Lapis intended to prevent further harm to Steven (who literally is huddling at the start of this fusion), and the fact that it was also satisfying doesn't make it abuse.
