I mean, that's probably true, but it's a weird distinction to make in that both of them are more than evil enough for any rational society to thoroughly condemn them. They are different degrees of bad, but both are incredibly bad. It seems like the equivalent of saying that Hitler is worse than some random serial killer; probably true, but also kind of irrelevant and I don't know what point you're trying to make.

NAYRT: Yeah, I think treating production interns like your own harem and assaulting child actors crosses the moral event horizon, even if we're talking stellar-mass vs supermassive black holes here.

How did he assault child actors?

Are you unaware of the allegations against Spacey or are you doing the Ephebophile Gambit

I don’t think sexual harassment is the same as sexual assault

He assaulted a famous Broadway actor and hurt/raped numerous others. You can do your own research, mkay.

Rapp's account qualifies IMO, although I'm not all that interested in getting into the "it's not really sexual assault if..." rationalizations. He's been charged with felony sexual assault multiple times, and multiple harassment complaints include allegations of assault, even if it's not prosecutable.

I still think the likely reason he got canned from House of Cards in record time is that Netflix and the production company knew about credible complaints, and were doing damage control to avoid becoming co-defendants in a civil action. It is highly likely that some of the companies involved in this long sordid history broke the law in failing to act on complaints and are facing some severe liability issues.
