I'm 5'9" so I was enormous in Japan, but there are more and more tall women in the younger generations, and a proportion of the smaller women do have a solid build. It's more of a rectangular build than the round/curvy build of white or black women, though. If you look at Japanese female athletes like their softball team, they do tend to be short but muscular. Same as many Japanese male athletes. I don't think that's much of an argument for the tiny (yet busty!) women of manga.
