Yes, I've had a friend exactly like this in the last few years. I don't envy her situation and know that it was an unfair place to be... but she also didn't do much about it but say "but my mental illness", even when she got deeper and deeper financial trouble. I get being mentally ill and being a completely shitty position. I've been there. However, if you can't get it together enough to help yourself out beyond begging internet friends for help... that's a big problem and you need to probably not be on your own. We can't help you. The bigger problem is between the seat and the keyboard. Begging us to fix it isn't what's going to help, ultimately.

Friend didn't get a dime from me. Not that I felt good about it, but this went on for months and I wasn't going to be able to fix anything. Sometimes you can't help people beyond providing encouragement.
