With virtual characters, I always assumed it was effectively programmed between the character's own unique coding and the endless information collected on humans that the internet makes openly available to any and all 'plugged-in' AI.

Fictional characters outside of the realm of digital spaces, such as say, from a fairy tale book or whatever, I like to imagine are pretty much confined to the information granted to them by the 'initial intent' of their author/god. If the fictional character was deemed 'human' by the author, and the author views 'humans' as 'creatures with bodily functions', then that piece of information is inherently imprinted to the fictional character. However, if the author sees 'humans' as something else entirely, then so too does the fictional character become.
