I kind of see what you mean. I think tonally, and in terms of the vocals and the song's structure, I can see the comparison. It's definitely very early Bruce (he recorded it for his first album).

I do think that the instrumentation sets it apart from anything Counting Crows would do, and that's my favorite part of the song probably - the exuberance of the guitar and especially the use of the saxophone, it adds so much to the song for me. So genius. Just, like, warbling along counterpointing Bruce's vocals. So good.

I wasn't sure what to think about the song at first, but it's growing on me. I've listened to it multiple times now.

I think it's mostly just the way his voice itself sounds. In this song it reminds me of the Counting Crows singer (Adam something, I think, can't remember his name), which jumped out at me because I've never thought they sounded similar before. Also something about the...rhythm? I don't know the right musical terms, but the like...vocal intonations/way he sings certain lines, IDK what to call it (hopefully that makes sense, it's something I've had conversations about with people over the years but no one I've talked to has ever known the proper term for it).
