Zaheer isn't great but Azula is overrated. Both ATLA and Korra's villains are too on-the-nose for me. Honeslty, I would say Amon was the best one. He as a con artist who knew he was a con artist. They might have some ideas and *reasons* for their actions but, ultimately, they turned into caricatures. Even Azula turned out to be a hysterical madwoman in the end. :/

But I did love Zaheer's crew and since Korra's crew wasn't that interesting and the entire airbending arc was idiotic, it would have been nice to have the season told from their POVs. We could have learned more about Zaheer and P'li's relationship, and how a faction of the White Lotus splintered off to become the Red Lotus. We could have seen flashbacks of what happened when they attacked Korra when she was a child... We could have seen how the idea that governments are shit when they don't work for the good of their people turned into a fool-blown obsession that turned someone like Zaheer into a radical terrorist.
