Honestly, Zhao was the only real villain Avatar had. Zuko defected, and even then, Zhao was played as the bigger villain in compassion to him, via he was both Zuko's and the Avatar's antagonist. Azula was focused mainly on Zuko, she was never a repeat offender to the Gaang, or at least not as such that Zuko didn't play a main role. Even Ozai was just a figure by the end of the series, he was the big bad only as much as the fire nation were the bad guys. He could have had so much depth, or at the very least definition to his character- but through both Zuko's, and Azula's character growth, he never had anything substantial added to him other than being leader of the evil fire nation.

Zaho was the only villain the series actively had, as he was the only one who actively acted against the the Avatar with both purpose and ill intention. Zuko was redeemed, and everyone else never believed the avatar actually existed. Azula was only trying to be the daughter her father wanted, she only really attempted to bring Zuko back, and Ozai had basically zero context altogether. Zhao was the one who fought both Zuko and the Avatar at any opportunity, he was the liaison on the Fire Lord to destroy all those set against him. His discovering the sand library, and punching a bag of fish. Zhao was given the mission Zuko thought he had.

You're completely right, is what I'm trying to get at here.
