I don't think people give it a pass. I've been a part of the Madoka fandom and a lot of people had a huge problem with Homura's character in the Rebellion movie. Even in the movie it's not framed as a good thing since Homura is portrayed as evil and even Madoka is disturbed. Ending with Homura knowing that someday Madoka will fight against her to restore the universe to a sense of normality.

A lot of Madoka fandom will say that, for them, the movie ended just after the fight with Homura's witch form.
