Depends what fandom. Pixiv remains the best for fanart relating to anime and video games. Weibo was decent for TV dramas fanart for awhile but is increasingly unusable. ArtStation has a lot of fanart but isn't great for community purposes. There's not much else being broadly used anymore outside of the ones you've already mentioned.

seconding pixiv, with the caveat that it's not just anime and Japanese vidya, if it's a western property that has become extremely popular in Asian communities it will be represented. see: Harry Potter, oddly, and Spider-man.

pixiv has also opened fully to accept worldwide content, there are a lot of non-Asian artists and trends floating around. the hard part is navigating the Japanese text to get started, if you can't reset your browser to translate for you before getting an account.
