That's a perfectly valid and normal gameplay method for Sims. I personally loathe building and decorating so I refuse to do it; I only play with default homes (and upgrade the stuff inside when my Sims have enough funds) or just download custom made homes (and lots) by other players. I make Sims of my OCs and then let them run around with free will to mostly make all their own choices.

Sims 4 looks much more fun regarding buidling, especially since you can resize things, but I refuse to play TS4 until the final expansion is released so I can download all of it at once.
