I dunno, Holmes is pretty sympathetic and respectful to young women earning their own living. I think he'd want her to have a decent education (though, OP, why pick out French as a frivolous thing for her to learn? Foreign languages are practical in their own right and a classic subject for someone who might end up becoming a governess to want to study).

Not to mention, French was one of the most widely spoken and written languages in the world at the time. Throw in German, so she can keep up with the popular scientific and medical journals, and the world is wide open to her.

the Holmes family has French ancestry and Mycroft is a civil servant who would absolutely know French. It would be a little bit odd for a girl not to be educated in French.
