I think they had oodles of chemistry and their relationship as colleagues, allies and people who trusted each other implicitly was great. But the romance was mostly teased, and done offscreen then presented as a fait accompli...

I'm sorry, I don't mean to ruffle any feathers. But if the thread is about romances that were developed in canon (as opposed to in fanfiction) then I wouldn't count Mulder and Scully because it was years of "will they or won't they" - which was part of the great chemistry they had - with very little actually shown, then we're told oh yes, they have a baby. It's excellent fodder for fandom, but too inconsistent to count, IMO. YMMV, obviously.
