I believe a lot of the argument against legalization is that it then gives the government control of who gets permits to do what and discrimination and gating of entry would be rampant. Also, the government could use the system, along with everyone's personal info registered in it, against people if they so desired.

If simply decriminalized, nobody is punished for sex work, but anyone can do it and no inherently racist, sexist, homophobic, etc. legal body can hold it against them.
