At the moment, I can think of five (Hungary, Vietnam, Barius, Ukraine and Belgium, I believe). Sorry, I know it's a nit-pick, I just wanted to point it out...

I'm not saying it's unreasonable, I just think it's a bit shallow. As I've said in other comments, when you actually take a look at the characters, all of them have quite distinct 'masculine' and 'feminine' aspects - some quite a bit more so than others. (coughLithuniacoughFinlandcough) If you look at the characters' "traditional gender roles" in their personalities, then what genetalia they actually have becomes, well, unneccisary. You see what I'm saying?

That still seems disproportionately few to me, especially with a cast as wide as Hetalia's...

But the thing is that they aren't neutral. Their sex, you could say, is defined, whether or not their gender is fluid. A feminine acting man is still not a woman, and isn't the same to me as a real woman... saying they're equivalent seems to be missing something vital to me. I don't want to be defined by someone who acts masculine or feminine, I want to be defined by a woman, regardless of whether she acts in a way that "befits" her gender. Does that make sense?
