You don't HAVE to turn it into original fiction. No one HAS to.

I've occasionally run across AU fics where I thought the writer could totally file off the serial numbers if they wanted to and it would make a great original novel, but there's no way to be certain it would really work as original fiction since there's not way to fully separate my enjoyment of the AU from my knowledge of the characters from canon, and the author is certainly under no obligation to try.

Not everyone cares about creating original work or getting published. That whole fandom hierarchy where people who have published a novel are the ones on top no longer stands.

I don't think fandom hierarchy is the point. Maybe some people don't care about getting published and write fic as a hobby, but a lot of people who write fic have aspirations to be published authors.
