Fic can absolutely be more creative than original fiction, if for no other reason than the fact that most fic explores canon beyond what the original media offers.
I mean take comics for example, 99% of comics these days are simply fanfiction. Some stories are genuinely amazing, others not so much.

Really, it's all a matter of taste, but who's to say that some of the best original fiction is not inspired from another sort of media, and how closely that inspiration reflects it being fanfiction or not.
