Finn's material in TLJ was great on its own merits. It was good fun space action material, thematically linked to the larger film, and had plenty of meaty character development for Finn. The problem with Finn's subplot in TLJ was not the subplot itself; the problem with Finn's subplot in TLJ is that it wasn't adequately linked to the broader plot.

But the reason for that is pretty clear, and it's the same thing that is the major fundamental problem with TLJ as a whole: the low-speed space chase was a ridiculous, terrible idea that completely screwed up the pace of every other part of the movie. It doesn't have anything to do with privileging any other character, whether Kylo Ren or anyone else, over Finn. Kylo Ren's character development mostly happened in another subplot entirely (the Rey part of the story (which was also great on its own merits)). The space chase was Poe's part of the story, and it didn't do him any good either, since it was mostly just shitty and dumb on its own terms.

That's not to say that Boyega doesn't have a legitimate grievance. But that grievance is almost entirely about TROS which was a complete heap of garbage in basically every way. Most of the issues with his subplot could have been resolved by simply rewriting the space-chase plot in such a way to make the Canto Bight material integrate more smoothly (also I can see how someone would be bothered by the Rose Tico stuff but I personally liked it). And that's something that they should have done anyway because the space-chase material is a problem for the movie in general. But that's not unfair to Boyega. You could rewrite it if you wanted to, especially if you wanted more Finn-Poe friendship material, but the basic fact of the matter is that Finn got plenty of good material in TLJ as it actually exists.
