c) All of the characters in Dissidia are taken from the early/mid sections of their games for balance/storytelling purposes.

It does make sense, tho. Most conflicts get resolved at the end of each FF game. If they took everyone from the end of the game, there wouldn't be much of a conflict to go off of.
