If someone isn't getting commissions because they're charging too much for their skill level, I don't think there's anything wrong in gently letting them know. Far too many times I've seen artists open up commissions and then not understand why they weren't getting any takers, and it was because they were charging way too much for what they were providing. They weren't terrible artists, and if they charged less they would likely get at least a few commissions, but no one is going to pay $75 for a flat-color, unshaded character bust unless you're a professional animator/artist with an impressive portfolio.

They were crippling themselves with their own prices because they didn't have realistic expectations.

Yes, but that's something for a friend or fellow artist to tell them, not the person who is trying to get their work cheaper.
