Forcing people to check a box that said 'yes, I'm over 18' before looking at the porn didn't change anyone's behavior 20 years ago, so I don't see why it would change anyone's behavior now.

The problem is that fandom, and the Internet in general, is far bigger and more wild than it was 20 years ago. When the Internet was small, it was much easier for people who entered new communities - whether under 18 or not - to get acculturated to the norms of those communities. That whole framework is gone now. It is dead. It is not recoverable with the Internet the way it's presently organized.
