It's not controversial to think he did something wrong, and in fact, it's more or less textual when you look at his regeneration story

But I'm not sure whether it was intended to play that way *at the time they made the episode*.

this. just because a lot of the audience thinks she was right and he was wrong doesn't mean that's what the writers wanted us to think.

I think it was meant to play that way over the season - because throwing her out is what got Saxon aka the Master elected - but I don't think they made the connection clear enough.

That's true-- it feels like something that would have been written in a "he's doing something bad, but we need him to do something kinda bad to get across that he's not a good person or even technically a person at all" spirit, that aged into "woah, what the fuck."
