I haven't read the book, but I highly doubt the movie exaggerated so much that she was some innocent wallflower in all of this. Like a principal has no right to go off and quiz a class at all basically. The curriculum is designed by the teacher to suit the students needs, so can you honestly say that Trenchbull didn't purposefully sabotage the students/Honey by forcing them to take a test far out of their range just so she could double down on her treatment of Miss Honey and the class?

It kinda did.

The maths test leading up to the newt incident (Miss Honey tells Trunchball that they've learned their three times tables):

"Answer me this. I have seven apples, seven oranges and seven bananas. How many pieces of fruit do I have altogether? Hurry up! Get on with it! Give me the answer!"

"That's adding up!" Wilfred cried. "That isn't the three times table!"

"You blithering idiot!" Shouted Trunchball. "You festering gumboil! You fleabitten fungus! That is the three times table! You have three separate lots of fruits and each lot has seven pieces. Three sevens are twenty-one."

(She gives him another chance and again he can't do it...she does then pick him up by his ankles and swing him around)
