And there still are some things like that - John Rogers is somebody who does a really good job of it - but it's far too rare. Just cheerful, fun, likable genre shows

OOHHHH, that guy! Yep! I thought Leverage and The Librarians were fun without being dumb. (Also, this is how I learned he worked on the screenplay for Catwoman, which I thought was fun is but is very, very dumb.)

Seems kinda like you're nostalgic about those shows but that's because you know them really well and have fond feelings and positive associations about them. There are modern shows that are lighthearted but have good characters like Brooklyn Nine Nine or Gotham.

Depending on your definition of "unapologetically fun," you might find Stargate SG-1 to your liking, as it's definitely got its fun aspects and also has really good characters (and character development!), not to mention the found-family aspect.

I do hope you've seen The Good Place? If not, highly recommended. And The Great was surprisingly silly in parts, mixed with the inherent ridiculousness of nobles during that time and their unfortunate and shitty behavior.
