There's also Gankutsuou, which, being an adaptation of The Count of Monte Cristo, features mostly French people. And Hellsing,is set in England and has mostly British and European characters. And there's also stuff like FullMetal Alchemist, which, though not set on Earth as we know it, features characters with decidedly Western names (Roy Mustang, Edward and Alphonse Elric) names.

I can also think of Emma: A Victorian Romance (set in Britain, almost all white except for an Indian prince that has a few other Indian servants). Kaleido Star's main character is Japanese, but it's set in America and most of the characters are Caucasian.

Yeah, come to think of it, there's a good chunk of animanga characters that aren't Japanese at all. (And if they're not Japanese, they're most likely white or maybe Korean/Chinese. The lack of black characters, or other races, is even more noticeable in anime and manga than it is in American works. Although to be fair, that's partially because Japan's so homogeneous.)
