Yep, exactly this. I mostly hated that it wasn't actually made clear to him. They didn't say "look, either you go with Arthur or you don't, in which case we erase your entire memory and part of what makes you YOU", they just said "hey, you have to choose" and never mentioned beforehand that his memory would be erased...
And I feel super depressed about Will's fate as well. It was such a downer ending, in a sense.
At least most people in fandom thought so too and there were fix-its aplenty.
