I think some people are certainly consciously throwing out canon characterization in favor of writing what scratches their itch, regardless of whether or not it's in character. But I think that quite a lot of people aren't necessarily doing that. They've either convinced themselves that the character they're writing IS the canon character, or they aren't self-aware or discriminating enough to figure out that they're writing very OOC fic. You only have to delve into the meta of - well, ANY large fandom, really - to see people who are very attached to their headcanons and also very invested into justifying those headcanons even if the support is extremely flimsy.

In fact, I think the percentage of people who would openly and honestly say that they're writing poor characterization on purpose is quite small.

What is true of the choices that people make in regards to characterization in their writing is also true of the approach people take in regards to characterization in their reading, and I think my point is equally valid in that regard.
