Omg is that why I always hear the cats yeowling in the alleys? And running away from the other cat as he tries to mount her ?! :(((((

Meh, could be a lot of reasons. Cat's work basically the same way as A/B/O dynamics. So if a cat is in heat they're desperate for contact, (which includes one hell of a lot of yeowling) and once established a cat's knob will knot to improve the chance of pregnancy.

A female in heat will draw a number of cat to her, but she can refuse mounting depending on the territory. Or something.
