Yup. As a writer, I know what getting negative comments feels like. So even if a story someone wrote is really bad, I don't want them to get really nasty comments. If they actually ask for critiques, then sure, make helpful comments on how to improve the fic. Otherwise, either say something nice in a review or if you don't like just walk away.
