JK Rowling when writing based him on a childhood bully, didn't think he could be redeeemed and then glossed over it later with "the war changed him." I like contrasting Draco with Edmund from Narnia. Where Ed's scenes are shown and he does apologize to his siblings. (It's Aslan who goes, don't dwell on it if you're forgiving him here.)
In any pairing with Draco there are fic authors who do try to address the bullying issues. And there are going to be different takes on how it goes, to outright ignoring it because there are so many fics featuring Draco and some fan authors want to scratch that particular "They didn't address this in canon" itch and others don't. It really depends on the tone of the story. A cute fluffy fic is probably not going to dwell on Draco has to redeem himself. That's fandom stuff and I can understand your frustration. It's a lot to ask a writer for fun to write one of the hardest arcs possible in storytelling.
I'm talking more about traditionally published books/Hollywood media more people are likely to see/read than fan fiction. And hopefully have editors. A good redemption arc done well is definitely Vegeta and it took seasons/books to do it.
