I think this would be an interesting plot twist, but the rest of the movie would have to change - for example Morpheus isn't just nobody, he's the leader of his crew, the explainer, the trainer, the guy with all the connections, and all that.

Now it were a double twist - Morpheus is told that he will find the person who will lead the way to The One. He finds Neo. Then Neo points out that if someone's The One, Morpheus is it, since Morpheus has been the one training everyone else on what the Matrix is and how to get around in it. That would work...
