It means writing the characters as recognizably their fanon selves. Which is the version of the characters the majority of fandom prefers. That's why it's fanon. If you don't happen to like the fanon version, that's too bad for you, but there is a very clear and obvious reason you don't enjoy so much of the fic you read, and it's because you aren't jiving with what the majority of fandom likes.
Most fans aren't dogmatic about canon. Canon is just the spark. What they're fannish about is the possibilities. Fandom makes way more sense once you realize this and accept it.
