I mean, it's not insanitary. I imagine it's illegal (no idea about Florida law, but I would presume you can't scatter ashes on property which is not your own without permission), but it's not insanitary.

It’s not a public health risk, but it’s still a big pile of gritty, chunky ash. Ignore the fact that, to a great many people of varying cultural backgrounds, playing in human remains is spiritually unclean. If someone decided they were going to clean out their wood stove and dump the mess at an amusement park, they’d be called out for being inconsiderate and making a filthy mess for strangers.
