Out of curiosity, what is it, if it's not Hetalia? Some kind of fanart thing? Something that has absolutely nothing to do with it?

I am fairly sure it is this (http://www.mangafox.com/page/manga/series/1818/afghanistan/), which is totally unrelated to hetalia, but I have no idea what it is about.

I went and read the first few pages. Turns out, it's a lot like Hetalia, except nations are girls. And it's supposed to be fun and kind of... fails.

No, but... you "really like" Hetalia in spite of the fact that about 99% of the characters are male, but don't know if you can like Afghanis-tan because the characters are all women? That does look a little odd.

Not really. Hetalia has quite a few major female characters, even if the characters are predominately male. Afganis-tan has a 100% female cast with no major male characters except for a Bin Laden cat that shows up in like two strips. Wanting at least a slight representation of both genders is not sexist.
