One of the biggest sellers is romantic fiction and that has specific tropes the writer must put in. I know as a friend of mine wanted to write one and was told by the publisher to put the tropes in. So published fiction is just as cliched as fan fiction.
Therefore, I find it interesting that OP is insistent that fiction is always well written when it simply isn't the case. It's more about what will sell. (Look at Twilight or 50 Shades of Gray. Both terribly written both best sellers).
Yes, a lot of fan fiction is garbage- I go by the 80-20 rule- but off that 20% that is good, there can be some absolute gems.
