Especially since, as Crazy Servant Anon in the comments pointed out, they're at least partially based on brownies. Brownies VERY much could choose their employment/household, and did, and god help you if you pissed them off.

Right?
The whole house elf 'thing' was weird, though i get it as commentary on the aristocracy and the servant class, where not getting a letter of recommendation meant you might never work as a footman or whatever again, and where the house basically controlled your every waking moment, down to whether or not you could date/be married/etc.....

Yeah, no kidding. Her intended point would have been a lot more clear if she'd just....had normal brownies.
