I don't know if it's supposed to be, but it certainly is. Teachers and professors have included fanfiction as part of their curriculum when teaching people how to practice writing. Many books are being written by former fanfic authors, especially in the YA category. Whether or not it's "supposed to be" doesn't really matter, given that it already is.
