Just be yourself, and try your best to talk to as many people.
Don't tone down who you are, express yourself freely and have a laugh from time to time. I get that it may seem hopeless now, but it isn't. Befriend a bunch of people, take that common ground you have with them and build upon that.
I know i'm probably making it sound easier than you may think it is, but it honestly is that simple. Work on a friendship with one person you feel like you at least click with somewhat, not saying to ignore everyone, but to create a strong bond you have to work hard to become familiar with each other.
Sorry if i come off patronising or anything, not my intention at all, it was difficult trying to give a decent answer.
If it doesn't happen quickly, don't lose hope.

It happens differently for different people. I met my best friend (best fandom-friend; whatever term you prefer) because I, who am normally incredibly shy even online, followed her fanfiction for a while, and eventually wasn't content with just leaving glowing praise in the reviews box. So I found her AIM handle on her profile, worked up the nerve (which took a long time), and shot her a message telling her how much I loved her writing. It all just sort of went on from there. She turned out to be quite receptive to conversation, and the longer we talked, the less intimidated I felt, and we really hit it off.
In short, if you come across people in fandom that you admire and would like to be friends with, it's best to take the initiative yourself. Chances are, they might be shy themselves, and will be happy that somebody such as yourself has noticed them and wants to take the time to get to know them. You don't have to be a total social butterfly to meet someone that ends up being your fandom "soul mate". :)
