In the US (maybe all of North America? not sure) it's not illegal, but if a kid is killed in a bloody way then the game will need to be rated M. "Magical" kills are fine though. In one Japanese series I play, the latest installment featured a kid being run through with a sword in a cutscene, and the North American branch of the company completely redid the scene so he was killed with magic and no blood in order to keep the T rating the rest of the series has.
