It kind of is since the main reason for tagging is to make it easier for people to find your fic or understand what it's going to be about. If you go to read it because it has a trans character....you kind of expect to be able to tell who the trans character is if it isn't something already known from the source material. Which means if the author can't be bothered to make any reference to a character in the fic as being trans...then yeah, it's kind of dishonest. Maybe they headcanon [x] as trans but the reader can't read their mind, just their words.

That's one philosophy of tagging. The other is that it's to warn off people who aren't interested in the content you're writing, which leads to much broader tagging. And both sides of the divide are absolutely convinced the other side is at best doing it wrong, and at worst dishonest.

True...but the fact is that if the author is tagging "trans character" you expect to see a trans character and if that character is only trans in their own headcanon and they don't put any of that into the fic...it's not really something that has to be warned for because the average reader isn't going to read it that way, plain and simple. Only now instead of baiting readers who might like to read a fic including a trans character they are keeping away the people that don't.
