I've been using VSDC Free for a while now, but Hitfilm and Lightworks may also de possibilities. IIRC I liked Lightworks best of all but it runs crappy in my PC :/ Nowadays there are even editors for Android (probably IOS too?). Can't say I like them all as much as Sony Vegas but they're free alternatives.

I'd use the same programs as always to rip DVDs (like, DVDShrink idk? I've only downloaded RAWs for a while now... they're easier than ever to download with fiber connection.)

As for the cool effects... well, some of these programs have predownloaded filters but it depends really. I'm shit at all of them though so can't help.
