I think they mean that size 2 isn't just weight, it's also the size of the person in general. If you have wide hips, wide shoulders, long legs and arms etc, you might never fit into somebody's size 2 even if you're skinny.

Yeah, some people are naturally never going to look good for a particular character because of their body shape. A lot of anime girls, for example, have very narrow hips and a cylindrical body shape, slender tube legs. People with wide hips proportionally can have problems cosplaying such characters no matter how skinny they are. The clothing won't lie right.
