It really baffles me that anyone would be angry about this when Sam is OBVIOUSLY going to become Captain America by the end of the show. This is just a little obstacle/character development before he gets there.

Plus, yes, there's the angle of racism... IN UNIVERSE. Of COURSE the reason the government didn't let Sam keep the shield and looked for some blonde blue-eyed guy was racism. But that's to drop the anvil that RACISM IS BAD PEOPLE. It's not racism of the writers, it's the whole point!

Actually saw a whole Tumblr post about this, about how Sam doesn't think he can afford to be all "fuck your rule and orders" the way Bucky and Steve are.

It's really interesting. Despite being an Avenger and a hero who fought against Thanos, he still doesn't have the power to fix his family's financial problems. And there are idiots who don't recognize him but still feel compelled to treat him a certain way based on his skin color, and are just as stupid when they DO recognize him.

Note that I don't hate any of this from a story perspective. It's just really interesting to watch. But I guess I can see how it might upset some folks, who might take it differently from how it was intended, especially after last year's awful events.

I like that financials are coming up. The Tony Stark Mystery Fund is convenient but uninteresting. I want more characters like Peter Parker. The people who do this but still have to have, ya know, a day job and shit.

People have been complaining about the lack of character development and nuance with the secondary MCU characters for ages. Now there are shows trying to do that and...people are complaining? Sam even came across as hesitant when Cap gave him the shield. I'd be shocked if the show went straight to Sam embracing the mantel, especially as some of his hesitancy clearly is related to his lived experiences (e.g. racism!)

Even worse are the people saying it's right and good and proper that he shouldn't want to be Captain America and that Bucky is being awful wanting him to have the shield.

Like, honey, episode 6 is going to break your heart. I've seen the action figures.

Really, you don't get that he will get the shield by the end, will prove everyone wrong, and realise that he does want it and does feel worth it...? Isn't it more meaningful than just taking the shield because Steve gave it to him and pretending that nobody would have any issue with that...?

I agree with the other answers. For me, there're three in-story reasons that explain why Sam isn't Captain America yet: he needs to see himself as worthy (he is, of course) ; he has to redefine what being Captain America means in this new society and what it means for a black man (I'm very exited about that) ; and, finally, it shows the racism in the story (don't know how to put it, sorry) as well as the danger that a hyperpatriotic-follow-orders-without-question Captain America like John Walker could pose. There's also the issue that Steve was one of Sam's best friends and that it must be difficult for Sam to accept that yes, he can take his place, even if Steve choose him ; he has to grieve his old (lol) friend in a way, even if Steve's not actually dead. I'm not sure about the last part, what do you guys think? I can't wait to see Sam become Captain America, he's gonna be awesome!

The fact you think its racism means you're just picking up what the plot itself is trying to tell you.

Call it real world racism if he doesn't get it back.

I was going to say, wasn't that the entire point of the thing? Wasn't that meant to be in-universe racism?

Agreed, but mostly in-universe. They've written the racism into the story in a powerful but subtle way.
