It's easy - make the comm approval-only, then reject the idiots. I'd do it in my comms if a) I weren't too afraid of confrontation and b) if I didn't care more about quantity than quality.

I see a few problems with that approach:
How will you judge who's an idiot and who isn't?
How will you know that someone you thought was an idiot would've made great contributions, and someone you accepted turned out to be a total dumbfuck? Also, keep in mind that people change.

Even if you could withstand the wank of the approval system, eventually you'll just make the fandom more popular, and someone else will make a free-for-all community. In the end, yours will only be a stepping stone that fades into a tiny, tiny clique that appears elitist to the majority of the fandom.

Oh, I'm not saying it's by any means foolproof. But you could read the applicants' posts and userinfo and make your best judgment at the time, and if they later turn out to be douchebags, ban 'em. If you reject someone and they turn out to be cool, you could try inviting them back but they'd be idiots to accept.

I also think making the fandom more popular would be a good thing, and surely there are other people who are not dumb who would appreciate a smaller comm over the free-for-all.

It's a lot of work - which is reason c) why I don't do it - but it is one way to deal with OP's problem.
