Oh no, you're allowed to hate her by all means. I just don't get how what she did (kiss the guy she assumed Juri to like out of "revenge") is commonly considered worse than what the other cast members did. But that's probably just a matter of opinion.

I didn't like her because her personality really grated on me, and I hate women like her in real life with a passion (ie. people who are dishonest and passive-agressive).

I get why you wouldn't like her. There's something to dislike about every Utena character (with the possible exception of Utena herself).

What I don't get is why her actions are so commonly regarded as the absolute worst of the cast.

Fault?

Juri is violent, standoffish and cynical. She resents others having hope.

Miki is naive, unassertive and projects his own wishes onto others.

I think Utena is definitely a little too naive and definitely too trusting, although you could also see those as attributes rather than flaws. Every character in the series has their flaws, though, which is what makes them good characters.
